Complete These Steps Before The Application Opens 

Once the application period opens, each household may submit only ONE first-come, first-served (FCFS) application for all available units. To reserve your place in line, you must first complete the initial FCFS intake form. After submitting this form, you will have 30 minutes to upload your complete application package via Box in order to maintain your spot in line.

Please ensure you have all required documents ready before starting, as incomplete applications will not be reviewed.

    Be a First-Time Homebuyer

    All members of the household must be a first-time homebuyer (e.g., not have had any ownership interest in real estate in the 3 years prior to the application).

    Meet Income Requirements

    The household’s income must be less than the maximum area median income.

    Complete Homebuyer Education

    All applicants who will be titleholders must complete 10 hours of homebuyer education, starting with the 2-hour "MOHCD Homebuyer Program Orientation.”

    Qualify for a Loan

    Applicants must have adequate income and savings to qualify for a mortgage and meet the City’s requirements for down payment, closing costs, and reserves.
